What actually decides it

Why orange specifically. Orange is the warmest garment colour and it pushes the whole face warmer.
Pull the makeup back rather than matching it; a neutral eye and a soft lip let the colour do its work.
On Moroccan skin, in a Moroccan climate
On olive and golden skin the risk is a cool dress pulling the face grey. A blue or silver-toned dress wants warmth added back into the cheek and lip, not matched into them.
