What actually decides it
How long it must last, what light it will be seen in, and whether it will be photographed. Answer those three before choosing anything.
Why red specifically. Red reflects onto the skin and warms it, so the face needs less warmth added, not more.
Keep the cheek soft and the eye neutral. A red garment plus a red lip plus a warm cheek is three things competing.
On Moroccan skin, in a Moroccan climate
A daytime occasion in Moroccan sun and an evening under venue light plus flash are opposite briefs, and the same face fails at one of them.
What it will not do
No look serves every occasion. Building for the hardest one usually ruins the easiest.
